# Mistral raised €3B for sovereign AI. Verdict: NEEDS REVIEW.

Published: 2026-09-08

Mistral raised €3 billion at a €21 billion valuation — the largest equity round a European tech company has ever closed — to build "sovereign" European AI, in a round led by Samsung Electronics with a16z, Nvidia and BlackRock on the cap table and Microsoft already renting the data centers. Same morning: 89.6 percent of European companies behind a CDN sit on Cloudflare, Broadcom pulled the VMware VDDK download, and someone factored a 1999 CA's 512-bit RSA root on a desktop. Verdict: NEEDS REVIEW.

## Transcript

0:00 Yesterday, a French AI company raised three billion euros to keep Europe's AI out of foreign hands, and the round was led by Samsung Electronics, headquartered in Suwon, South Korea, a city famous for not being in Europe. It was a busy Monday. Mistral closed the largest equity round a European tech company has ever raised. The same morning, a security firm counted the European companies behind a CDN: nine in ten are on Cloudflare, which is in San Francisco. And Broadcom quietly deleted the download for the one library everybody uses to

0:30 leave VMware. Also, someone factored the private key of a certificate authority from 1999 on a desktop computer, so if you are still running Netscape 4.51, and you know who you are, today is the day to stop. In this video: where the three billion came from, what Mistral sells for twenty-one billion, the benchmark chart people are quote-tweeting at them, and the sovereignty number that never makes it into a press release. It's Tuesday, September 8th, and this is The Daily Diff. The round: three billion euros, Series D, post-money north of twenty-one

1:02 billion. Co-leads EQT's Scaleup Europe Fund and PSG Equity; new money from Advent, BlackRock, and the Grand Duchy of Luxembourg, a sovereign nation with fewer citizens than a mid-size Discord server. Returning: a16z, ASML, Nvidia, Salesforce Ventures, Lightspeed and General Catalyst, so the sovereign European stack is funded by Korea, Sand Hill Road, and the company that sells the GPUs, which is sovereignty the way a timeshare is home ownership. The trajectory: a hundred and five million seed in 2023,

1:30 five point eight billion in 2024, eleven point seven last September when ASML led the Series C, twenty-one billion today. The valuation doubles roughly every twelve months, which is either exponential growth or investors grading their own homework. Twenty-one billion buys a hundred and twenty-five enterprise customers including Airbus, ASML and HSBC, and CEO Arthur Mensch told CNBC annual recurring revenue passes one billion dollars this year. One Hacker News commenter did the math: that's what Anthropic makes in about

1:58 three days, the kind of comparison that gets you uninvited from dinner in Paris. The money goes into compute Mistral owns: eight hundred and thirty million dollars of debt for a data center outside Paris with thirteen thousand eight hundred Nvidia GB300s, and two hundred megawatts of European capacity by 2027, which sounds sovereign until you read that Microsoft has already signed up to rent some of it, so the independent European cloud has an American tenant on day one. And on August 24th Mistral announced sovereign AI for Saudi Arabia with

2:25 HUMAIN, a deal in the hundreds of millions of euros on HUMAIN's data centers, so sovereign now means your data stays under your control, on hardware in whichever jurisdiction is currently signing the checks. Mistral Medium 3.5 is a hundred and twenty-eight billion parameters, open weights, and Artificial Analysis lists it at a dollar fifty in, seven fifty out per million tokens, against a median of fourteen and forty cents for comparable open models.

2:49 Their words: particularly expensive. It cost them eleven hundred sixty dollars just to run the benchmark, the first time a European product was criticised for being priced like a European product. On X, Theo noted it's also been three years since Mistral had a model worth looking at, and Youssof Al Toukhi quote-tweeted a chart he says is Terminal-Bench, with Medium 3.5 at zero percent, both beaten by a twenty-seven billion parameter Qwen. Three billion euros, zero percent, and in fairness, zero is also a sovereign

3:17 number. The Hacker News defense: Mistral isn't benchmaxxing, it sells compliance to banks and governments that legally can't send data to Virginia. Another commenter ran Medium 3.5 on their own workloads and found it worse than Gemma 4 at thirty-one billion parameters, so the sovereign model loses to the free Google model, but at least you know which government reads your logs. Which brings us to the sovereignty number nobody announced. CipherCue checked forty-four thousand European companies that run a CDN:

3:43 eighty-nine point six percent are behind Cloudflare. Netherlands, ninety-five point six. Germany, which puts sovereignty in every keynote, eighty-one. Amazon is a distant second with three thousand companies, Akamai three hundred ninety-six, roughly the attendance of an Akamai user group. Cloudflare has had three global outages in fifteen months, none of them attacks. So Europe's front door has one landlord, and the landlord's intern is on call.

4:06 Meanwhile Broadcom removed the VDDK download, the disk library Azure Migrate, Red Hat's Migration Toolkit and Nutanix Move use to copy VMs off VMware. No announcement; support tickets came back: no longer available for use or download. Red Hat's knowledge base now tells customers to ask Broadcom nicely, and the same week Broadcom brought back the cheap vSphere Standard edition, so the exit is locked and the lobby is having a sale. Proxmox's built-in importer doesn't need the VDDK, and the top comment on Hacker News was, in full: is a magnet torrent available.

4:38 The Netscape story: Matthew McPherrin factored the 512-bit RSA root of a Canadian certificate authority in thirty-two hours on a Ryzen 5950X. The keys expired in 2003, so this only works on people running Netscape 4.51 with the clock set back twenty-five years, which is one virtual machine, his, and SSL Labs gave the test site an F four separate times, so the system works. 5:09 So — today's verdict: needs review. The money is real and so are the customers; the sovereignty is a Samsung-led press release, and the model is priced like a frontier lab and benchmarked like a hobby. And that's the diff for today. I'm Niko from Axrisi. Merge responsibly.
